Topic: The use of torture in criminal interrogation procedures.

Recalling the Third Geneva Convention (Relative to the Treatment of Prisoners of War) in 1943,

Acknowledging that the United States under past leadership violated
terms of the Geneva Convention in their treatments of prisoners,

Recognizing that the treatment of prisoners by the Hussein Regime at various
detention facilities in Baghdad, Iraq was a violation of basic human
rights,

Emphasizes that many other countries have violated these rights as well; for example, Brazil uses torture in its treatment of drug lords and Nigerian police forces routinely employ torture,

Reminding the members of this council that President Barack Obama is
working to better the lives of those harmed by abuse in international detention facilities,

Stresses that there are still countries where prisoners in detention
facilities receive cruel and unfair punishment,

Approves of the recent work taken to renovate the Abu Ghraib prison
and improve its conditions;

1. Encourages the UN to bolster support for policies that will combat
the use of cruel punishment unto prisoners;

2. Asks the other members of this council to follow in the US’s footsteps by looking into their detention facilities and making them acceptable to the Geneva Treaties;

3. Calls For international funding to support the renovation of prisons that have previously been used for abuse of detainees;

4. Proposes the creation of a committee which will regulate the well-being of detainees during interrogation sessions.

5. Urges more attention and regulation to be paid to those areas where frequent and severe torture occurs.

Honorable chair and fellow delegates; the United States is extremely privileged to attend this conference. In the past few years, the United States and several allies have been fighting a campaign in Iraq as part of its war on terror. Many lives were lost, but after long, hard combat the US finally defeated dictator Saddam Hussein. After his removal, the United States has been working to rebuild Iraq into a democracy and soldiers have stayed behind to eliminate insurgents. However, the delegation from the United States feels that its progress in Iraq has come to the point where the Iraqi government can handle itself independently, as is needed for any strong democracy. Beginning in 2011, the United States will begin withdrawing its soldiers from its Iraq. It has faith in the Iraqi people and know that they will be able to become a healthy nation. Thank you.

Emphasizing that the futures of the indigenous minorities of Oceania play a big role in the development of the country itself

Reminding the council members that this unique culture must be preserved

2. Encourages the council to support and assist the indigenous people of Oceania and of other countries as well.

Honorable chairperson and fellow delegates, Madagascar is honored to be here today. Madagascar feels that as Oceania's countries develop in technology and economic power, the rights of indigenous peoples there has become an important issue. Some of these people are being expelled from their own home lands where they have lived for thousands of years. These people are being unfairly discriminated and their rights are being abused. Madagascar thinks that a committee must be made focusing on restitution of lost lands. Madagascar hopes that we can find a solution to this and other problems at this conference. Thank you.
